In observance of Presidents Day on Feb. 15, all City of Franklin offices will be closed, and re-open on Feb. 16. Residents on Monday’s route will have their trash picked up during the collection on Tuesday’s route.

All Southampton County offices, including all trash collection sites, will be closed on Feb. 15, and re-open on Feb. 16.

All branches of the Blackwater Regional Library will be closed on Feb. 15.

All Isle of Wight County offices will be closed on Feb. 15 and re-open on Feb. 16. The refuse and recycling centers will be open from 7 a.m. to 7 p.m. on Monday.

The Town of Windsor office will be closed on Feb. 15 and re-open on Feb. 16. Trash collection on Wednesday is not affected.
