WINDSOR – Wesley Floyd Garris, 84, passed away Aug. 10, 2023 and his wife of 63 years, Cynthia Keeter Garris, 82, passed away less than a week later on Aug. 16, 2023. A lifelong resident of Windsor, Wesley was the son of the late Wilson Floyd Garris and Eula Crocker Garris. Born

in Franklin, Cynthia was the daughter of the late Charles Oliver Keeter Sr. and Irene Holland Keeter.

Wesley was a graduate of Windsor High School and the Newport News Apprentice School. He was a retired nuclear engineer in the Quality Control Department of Newport News Shipyard. Wesley was a member of Purdie Masonic Lodge #170 AF&AM where he was a former Worshipful Master. Wesley served on the Windsor Town Council for over 40 years as councilman, vice mayor, and mayor. He was a charter member of the Windsor Volunteer Fire Department and longtime member and deacon of Windsor Baptist Church.

In 2013, he was honored for his dedication and years of service by having the Wesley F. Garris Event Park established in his honor.

Cynthia was a graduate of Windsor High School and was retired from the Virginia Department of Heath as an office service supervisor. She served on the Beautification Committee for the Town of Windsor and enjoyed gardening and spending time with her family. Cynthia could see the beauty in the smallest of things and would never miss an opportunity to tell the people close to her that she loved them. She was a woman that Wesley could always count on and she inspired him to live life to the fullest each day.

Wesley and Cynthia will be remembered by their loved ones for the love to their family, church, town and the Outer Banks. Both of their legacies will live on. True love stories never have endings.

Left to cherish their memory are two daughters, Susan Lynette Flemmons (John) of Glen Allen and Amy Leigh Garris of Smithfield; four grandchildren, Mackenzie Irene Flemmons, Garrett Wesley Flemmons, Samuel Mason Weaver and Wesley Garris Weaver and many nieces and nephews. Wesley is survived by three sisters, Nelda Copeland (Johnny) of Windsor, Emogene Babb (Jimmy) of Orbit and Nola Mumford (Roger) of Windsor. Cynthia is predeceased by a sister, Myrtle Goodman and two brothers, Charles O. Keeter Jr. and Carroll Keeter.

A funeral service for both will be held at 2 .m. on Sunday, Aug. 20 in Windsor Baptist Church with the Rev. Clyde Alderman and the Rev. Bryan Brooks officiating. Burial for both with Masonic Honors for Wesley will follow in Windsor Cemetery. A reception will follow the burial at the church. Memorial donations may be made to any favorite charity.

The family would like to give a special thanks to all of those who provided love and care to their parents.
