Windsor Town Council seeks meeting with architect on new Town Hall

The Windsor Town Council advanced the discussion Tuesday, Feb. 27, regarding the building of a new Town Hall on Shirley Drive and potentially near East Windsor Boulevard/U.S. Route 460.
During a work session on Tuesday, Windsor Town Manager William Saunders walked council members through some of the most recent work done by Moseley Architects following the vote on final design options by the council back in 2016-17.
In a Feb. 27 memo to the mayor and Town Council, Saunders noted that the council had solicited the services of an architectural firm — Moseley Architects — in the 2016-17 time frame to initiate design work on a new municipal building before ultimately tabling the project due to several other capital projects being considered at the time.
Councilman Walter Bernacki helped revive the new Town Hall project in a January 2024 work session.
Saunders stated in the Feb. 27 memo that since that January meeting, Moseley Architects indicated that it would be glad to enter into an addendum to the original agreement to pick up where the previous council left off.
“Given the tentative nature of the restart of this project, the architect recommended creating two new amendments to the agreement — the first to finish schematic design and update cost estimates and the second for design development through construction administration,” Saunders stated.
During discussion on Feb. 27, Saunders noted that he ultimately honed in on a one-story design for the proposed Town Hall.
There was discussion about potential changes to the provided floor plans due to future space needs, and Vice Mayor J. Randy Carr and Bernacki figured prominently in discussions about the placement of the municipal building on the site.
Councilman David Adams asked if it was possible to have a working session with Moseley at the next opportunity so the council could pose its design questions to the architects directly.
“I would think so,” Saunders said.
Bernacki said the architects could make the tweaks to the designs that the council would like to see.
“They’ll probably come back with a plan for us to look at,” he said.
Saunders said, “I’ll plan on bringing the agreement addendum that I expect to get before the regular council meeting, I’ll bring that document to the regular council meeting, and y’all can review that.”
Bernacki suggested that if the agreement is a go, then the next step would probably be to schedule a meeting with the architect at a work session.
