UPDATED: Kaplan, Democratic federal candidates lead in Franklin

Electoral results are coming into focus in the city of Franklin, with five of six precincts reporting.
Paul E. Kaplan is winning the Franklin mayoral race definitively, as are the Democratic Party candidates on the ballot in the federal-level races.
Kaplan has received 79.86% of the vote in the mayoral election, equaling 2,212 votes. He is unopposed on the ballot, but at least two write-in campaigns were announced, and there are 558 total write-in votes, equaling 20.14% of the vote.
In the presidential race, Democratic Party candidate Kamala D. Harris has received 64.05% of the vote in Franklin, with Republican Party candidate Donald J. Trump receiving 34.71%.
With 104 of 133 precincts reporting statewide, Harris leads Trump 49.39% to 48.34% in Virginia.
In the U.S. Senate race, Democrat Timothy M. Kaine leads Republican Hung Cao 66.46% to 33.35% in Franklin.
With 104 of 133 precincts reporting statewide, Kaine leads Cao 52.09% to 47.70%.
In the race for the 2nd District seat in the U.S. House of Representatives, Democrat Missy Cotter Smasal leads Republican Jen A. Kiggans 60.08% to 37.12% in Franklin. Independent Robert E. Reid Jr. has 2.61% of the vote.
With seven of eight localities reporting across the 2nd District, Kiggans leads Smasal 55.73% to 41.42% districtwide.
With the relevant precincts having reported in the Franklin City Council Ward 2 and Ward 4 races, Richard S. “Ricky” Grizzard and Dr. Linwood W. Johnson III have won decisively.
The proposed constitutional amendment on the ballot features the following question: Should the Constitution of Virginia be amended so that the tax exemption that is currently available to the surviving spouses of soldiers killed in action is also available to the surviving spouses of soldiers who died in the line of duty?
With five of six precincts reporting in Franklin, “Yes” is winning with 93.59% of the vote.
