Council reallocates ARPA funds to meet deadline

The Windsor Town Council voted 3-0 on Tuesday, Nov. 12, to amend the funding source of multiple line items in the town’s fiscal year 2025 budget due to a nearing deadline in connection with American Rescue Plan Act (ARPA) funds.
Six votes were not cast in the council vote because Vice Mayor J. Randy Carr, Councilman David Adams and Councilman Jake Redd were not present for the Nov. 12 meeting.
As he shared specifics on the subject of the budget amendment prior to the vote, Town Manager William Saunders said, “With the Dec. 31, 2024, deadline for the obligation of American Rescue Plan Act funds looming, the amendment of the funding source for several line items in the FY25 budget is recommended.
“As you may recall, the lion’s share of these funds were converted prior to FY25,” he continued. “We carried over a couple of line items into this budget here expecting them to be expended by Dec. 31, and they have not fully been.”
He noted that ARPA funds in the FY25 budget that may not be obligated by Dec. 31 include the following:
- $65,000 in the Duke Street / Virginia Avenue Water Main Project line item; and
- $8,347.80 in the Water Meter Replacement line item.
Both of these line items are in the Capital section of the Water Fund.
“This proposed amendment is to change the funding sources for those two line items from ARPA funds to current revenue,” Saunders said. “To balance this action, it is recommended to apply $73,347.80 of ARPA funds to salary expended in the first half of FY25 in the General Management section of the General Fund in lieu of current revenue.”
He noted that among the benefits of these actions will be the meeting of the deadline for the obligation of the ARPA funds.
