Council enables special residential refuse pickups

The Windsor Town Council voted unanimously Dec. 10 to enable the continuation of the town’s recent pattern of holding two spring cleanup days that will feature special residential refuse pickups.

“In the past two years, the Town Council voted to use the Refuse Control and Recycling Grant funds to initiate special residential refuse pickups,” Windsor Town Manager William Saunders said during the council’s Dec. 10 meeting.

In case the council wanted to fund the cleanup days for 2025, he noted that the town received $2,840 for fiscal year 2025 from the Virginia Department of Environmental Quality’s Refuse Control and Recycling Grant funds.

He said that due to the transfer station only being open until noon on Saturdays, two dates would be required to cover the town. He stated that Bay Disposal has the first two Saturdays in April available — April 5 and 12, and the town would be billed $1,750 for each pickup day for a total of $3,500.

“This would leave $660 required from the Residential Refuse Collection line item of the General Fund,” he said.

He explained that if the council wanted to move forward with the special pickups, the routes would be separated by water billing areas, and informational flyers would be included with the January and February water bills. 

“Those that receive a water bill in January would participate in the pickup on Saturday, April 5, and those that receive a water bill in February would participate in the Saturday, April 12, pickup,” he said. 

He made clear that these pickups would be only for residential addresses that are currently serviced by Bay Disposal. He added that businesses, or residences that are served by dumpsters, do not qualify.

Councilman David Adams asked Saunders, “Did Bay (Disposal) let you know how well-consumed this service was this past year? Did they provide any feedback on how many pickups they made.”

Saunders said he did not have any information on that.

Nevertheless, Adams opted to support the continuation of the spring cleanup days.

He said, “I make a motion to approve the $660 balance transfer from the Residential Refuse Collection line item of the General Fund to accommodate the special spring cleanup days, as proposed.”

Councilman Walter Bernacki seconded the motion, and the 6-0 vote followed.
