FRANKLIN—Both the Franklin City Council and the Southampton County Board of Supervisors are expected to act on a joint contract for garbage recycling during their Monday meetings.

Last month, both bodies approved letters of intent to award a 39-month contract for recycling to Moody’s/AVES of Smithfield. Franklin and Southampton County have been working to find a new recycling provider since the Southeastern Public Service Authority announced last year that it would stop providing the service.

Isle of Wight County was included in the joint request for proposals but opted to pursue its own contract.

Russ Pace, Franklin’s director of public works, said city residents should “notice zero change” except that a new crew will be collecting their recyclables starting in April.

He said households still will have their recycling containers emptied every other week and will pay the same monthly amount they do now. SPSA’s blue containers will continue to be used by the new hauler.

According to Southampton County documents, the county’s annual costs for recycling will increase about $15,000 under the new contract. However, the county hopes to lessen the impact by increasing participation in the recycling program and diverting public schools’ waste away from SPSA.
