WINDSOR—The Town Council has again tabled the request of a Virginia Beach developer to rezone 42.4-acres on North Court Street from agricultural to residential to accomodate a 212-unit housing complex.

The council delayed a vote in January because members said they did not have enough time to study the proposal.

At Tuesday’s council meeting, members still expressed concerns. Councilman Durwood Scott said he had problems with the lack of sidewalks from the end of North Court Street to Windsor Middle School, where the development will be located.

“With so many new residents coming in, people are going to want to walk,” Scott said. “They would have to walk on the side of the street. It is a safety issue.”

The developers are planning to include sidewalks and crosswalks in front of the housing development, said Planning and Zoning Administrator Dennis Carney, but the area from there to the end of North Court Street is the responsibility of the town.

Carney noted sidewalks have not been budgeted.

Napolitano Homes and Franciscus Homes of Virginia Beach have proposed Cambridge at Windsor. It would include 85 single-family homes priced in the $200,000 range, 85 duplexes costing between the high $100,000s and the low $200,000s and four, 10-unit buildings with condominiums starting at $160,000.

The property, currently zoned agricultural, must be rezoned to residential for building to take place. The Windsor Planning Commission has recommended approval of rezoning.
