COURTLAND—Southampton County supervisors on Monday unanimously agreed to rezone 20 acres for a $4 million to $6 million concrete and asphalt plant on Route 460 west of Ivor.

“This is a no-brainer,” Berlin-Ivor District Supervisor Ronnie West said before the vote. “A lot of people in Ivor would like these jobs. I think it’s a great fit and the right location.”

Andy Curtis, a principal with AMAC, told supervisors he appreciated working with county officials on bringing the plant to the county.

“We looked at several different counties,” Curtis said. “I would like to applaud (County Administrator) Mike (Johnson) and his staff.”

AMAC plans to buy a property west of Sadler Road from Western Tidewater businessman Ron Parsons. The property had to be rezoned from agriculture to industrial.

Without the rezoning, Curtis said the development would have gone elsewhere.

Amanda Jarratt, president and chief executive officer for Franklin Southampton Economic Development Inc., said AMAC also considered James, York, Isle of Wight and Sussex counties.

“This will bring $86,000 in tax revenue during its first year,” Jarratt said.

AMAC is expected to generate $600,000 in real estate, machinery and tools, and personal property taxes for the county over 10 years, FSEDI Chairman Warren Beale added.

AMAC expects to create up to 50 jobs that will pay $10 an hour for laborers and up to $75,000 to $100,000 annually for management.

Construction on the plant could begin during the first or second quarter of 2013 with operations beginning in the third quarter.

AMAC chose the property because it borders Route 460 and a Norfolk Southern rail-line. The company hopes to have stone shipped in by rail and plans to have a 1,700-foot spur built.
