We yield the balance of our time

During debate on the floor of the United States House of Representatives, members of Congress are allotted a specific period of time in which to present their position on a particular issue. If they use only a portion of their time, members may transfer their remaining time to a colleague who may be prepared to make a more salient point or requires more than their own allotted time to make their presentation. In such a case, the first member would say, “Mr. (or Ms.) Speaker, I yield the balance of my time to the gentleman (or lady) from… .”
