The BVP fund was created by the Bulletproof Vest Partnership Act of 1998, under the U.S. Department of Justice. The purpose is to provide a resource to state and local law enforcement.

Beginning in Fiscal Year 2011, the program made it a requirement that all agencies receiving any grant funding from them, has to have a written “mandatory wear” policy in effect. This is due to the increasing number of law enforcement line-of-duty deaths.

Since 1999, the program has awarded over one million vests.
