Why did city worker litter, asks resident

To the Editor:

On May 2, around 2:45 that afternoon, I was in Franklin at the intersection of College Drive. I watched a street sweeper vehicle at work sweeping coming from South Street up to the stop light there at Rite-Aid. The vehicle pulled up to the stop light, stopped sweeping and the passenger then tossed a cigarette out onto the side of the road.

To me that is like pretty much defeating the purpose of paying for these expensive vehicles and the wages of the operators. Is there not enough trash in the city to sweep up without those employees adding to the mess?

What is wrong with these people?
