Police make arrests on charges of animal cruelty

Franklin police announced they arrested two city residents, each on 44 charges, including four counts apiece of cruelty to animals.

A June 17 Franklin Police Department news release noted that at 1:30 p.m. on June 4, officers from the department executed a search warrant in the 1200 block of Clay Street. Upon execution of the search warrant, officers found numerous dogs at the residence, the press release stated. Based on a preliminary investigation, four dogs have been removed and taken for medical treatment.

The release added that June 14, Franklin police arrested Christopher Torres and Kelly Twitchell, both of Franklin.

Police stated in the release that each of them was charged with four counts of cruelty to animals, one count of limitation on keeping dogs/cats, one count of failure to dispose of a dead companion animal, 19 counts of animal license violations and 19 counts of animal vaccination violations.

Torres and Twitchell both have a scheduled court date of July 26 in Franklin General District Court.
