Hampton Roads could see as much as two inches of rain Sunday, Dec. 17, and there is a flood watch in effect from Sunday afternoon through late Sunday night throughout the region, including Franklin, Southampton County and Isle of Wight County, according to the National Weather Service in Wakefield.

The NWS reported as of Saturday evening, Dec. 16, that for the city of Franklin, the chance of precipitation on Sunday is 100%, and it will come mainly after 10 a.m. The rain could be heavy at times, accompanied by an east wind of 5 to 10 mph increasing to 12 to 17 mph in the afternoon. Winds could gust as high as 28 mph. 

The report noted that new precipitation amounts between three quarters and one inch are possible, and then for Sunday evening, it noted that new rainfall amounts between 1 and 2 inches are possible during that time period.

Sunday night, showers and possibly a thunderstorm before 4 a.m. are expected, then rain after 4 a.m. The report added that some of the storms could produce heavy rain and that it will be breezy, with an east wind of 11 to 21 mph becoming southwest after midnight. Winds could gust as high as 33 mph. 

The NWS stated that there is an 80% chance of precipitation on Monday, Dec. 18, when there will be a west wind of 14 to 21 mph, with gusts as high as 32 mph. 

For the flood watch in effect Sunday afternoon through late Sunday night, the NWS reported that excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas.

As for precautionary/preparedness measures, the NWS stated, “You should monitor later forecasts and be alert for possible Flood Warnings. Those living in areas prone to flooding should be prepared to take action should flooding develop.”
