WINDSOR-Julian C. “Sparky” Jenkins Jr., 88, died Sunday, June 26, 2011.

A memorial service will be held at 3 p.m. Saturday, July 2, at Colosse Baptist Church. A reception will follow the service in the church fellowship hall. Parr Funeral Home of Suffolk is in charge of arrangements.

Mr. Jenkins, who was retired from the Virginia Department of Agriculture, served on the Isle of Wight County Planning Commission for 12 years and the Board of Zoning Appeals for 15 years.

Survivors include his wife, Kathryn C. Jenkins; four daughters, Diann Whitley, Joyce Carter, Lou Ann Darden and Becky Cobb; eight grandchildren; and three great-grandchildren.
