To the Editor:

On Nov. 6, the voters of Southampton County and Franklin will elect a new Clerk of Court. I encourage you to consider the qualifications of each candidate and then join me and cast your vote for Richard L. “Rick” Francis. I have known Rick for the past 27 years and have had the privilege of practicing law with him during that period of time in Southampton County and Franklin.

I have always found Rick to be a person of high morals and outstanding character while at the same time being the strongest advocate possible for his clients. He has all the qualifications necessary for successfully fulfilling the duties of the Clerk of Court.

Rick graduated from Wake Forest University and the T.C. Williams School of Law of the University of Richmond, where he acquired the educational background so valuable for serving as our Clerk of Court. After graduating from law school, Rick joined his father’s law firm in Boykins. During the last 25 years, Rick has gained valuable experience in criminal law, domestic relations, estate planning, real estate and many other areas of civil practice.

One of the most important functions of the clerk is the preparation and recording of court orders. The careful drafting of the court orders for entry by the judges is a critical responsibility of the clerk. Rick has the knowledge and experience necessary for properly performing this duty. The Clerk of Court is also responsible for maintaining all the records of the court for Southampton and Franklin.

Having been born, raised and worked in this area all of his life has given Rick Francis the valuable insight needed to best serve the citizens as Clerk of the Court. There is only one candidate for Office of Clerk who has been a lifelong resident of our area, worshipping with us, working with us and performing community service to benefit the residents and voters of Southampton and Franklin.

I ask the citizens to vote for the one candidate with the education, experience, care and proven concern for our community, an individual I am proud to call my friend, Richard L. “Rick” Francis.
