Mrs. Blow was a native of Portsmouth.
Survivors include two daughters, Rhonda Douglas of Franklin and Elaine Payne of Richmond; son, Samuel Blow of Richmond; eight grandchildren, 22 great-grandchildren; two great-great-grandchildren; and niece, Jackie Britt of Franklin.
The funeral service was private.
